Korean Livestock Plant Registration Requirements

Korea has announced the details required for registering U.S. dairy plants classified as "new facilities" defined under the Special Act on imported Food Safety Management. USDEC had advised industry in our March 22 Member Alert  about the pending requirements for registration of these dairy plants.

The following information is required for registration of U.S. Livestock establishments (dairy plants):

  • Completion of the registration form
  • Copy of government issued plant licensing
  • Summary of plant food safety plan
    • Summary of HACCP plan and a copy of the work process flow chart indicating critical control points. 
    • For plants not utilizing HACCP provide a summary of the sanitation standard operating procedures (SSOP) and a copy of the work process chart
  • Provide a copy of most recent plant inspection report

The registration information needs to be submitted to the Korean Ministry of Food and Drug Safety (MFDS) via the USDA Foreign Agricultural Services (FAS) in Seoul. FAS has requested that the compiled information be submitted to all of the following email addresses:

We have been advised that MFDS is in the process of populating the approved "grandfathered" list of foreign livestock establishments and aim to make the list public in mid-July. Once this list is available we will alert industry to review the published list for accuracy of registration information. 

All dairy plants can export to Korea without registration until August 3, 2016. Starting August 4, Korea will only accept exports from registered dairy facilities. However, if a product from a non-registered facility is scheduled to submit the import declaration for inspection on August 4 or after, the facility must have completed their registration at least seven days prior to their importers submission of import application of inspection to MFDS.
