On January 1, 2022, China's General Administration of Customs (GACC) implemented new facility registration requirements in which all food facilities must be registered in the GACC Single Window System, also known as the China Import Food Enterprise Registration (CIFER) system.

Yesterday, GACC sent out an email (from hanyi@customs.gov.cn) to all U.S. dairy facilities in which they provided the registration number, user name, and password for each plant. Please login to the CIFER system and verify all your information is accurate and add products to your plant registration. You will need to click the "Application for Registration" tab when adding lactose, and when adding other dairy products, you will click the "Application for Modification" tab. In either case, you need only to populate the mandatory (*) sections in the registration.
