Exporters shipping lactose to China need to update information in the FDA’s ELM to include the HS codes for lactose
On January 1, 2022, China's General Administration of Customs (GACC) implemented new facility registration requirements for manufacturers of food products exported to China. GACC used the plant information provided by FDA's ELM to add registrations to the GACC Single Window System, also known as the China Import Food Enterprise Registration (CIFER) system. All the dairy plant registrations were placed under the product category "1702 - Pasteurized Milk and Other Dairy Products."
However, due to the new categorization, lactose does not fall under dairy products and is now placed under "2603 - Lactose." FDA has requested that GACC update the registrations for U.S. dairy plants with the addition of the product category for lactose under the plant's dairy China Registration Number by using the HS code in FDA's ELM. If you are exporting lactose to China, please update your information in the FDA's ELM to include the HS codes for lactose:
- 1702.11: Lactose and lactose syrup; containing by weight 99% or more lactose
- 1702.19: Lactose and lactose syrup; other
The FDA will request these specific updates when they send the next update to the export dairy list by February 25. Afterwards, GACC has up to 20 days to publish the new list. If you have any questions or have shipments in transit, contact Eddy Fetzer at efetzer@usdec.org.
