China Dairy Facility Registrations

USDA issued an Exporter Alert on August 25, 2023 regarding dairy facility registrations in China, which states:

The General Administration of Customs of the People's Republic of China (GACC) requires dairy facilities to be registered in order to ship dairy products to China. Most U.S. dairy facilities registered to ship dairy products to China will have their registration status expire on August 31, 2023.

GACC authorities from the Bureau of Import/Export Food Safety (BIEFS) have informed U.S. Government authorities at the U.S. Embassy in China that they are working through the registered list of U.S. dairy facilities renewal applications. BIEFS staff said that the CIFER system should be updated on September 1, 2023.  

Dairy exporters should verify their CIFER registration status (https://ciferquery.singlewindow.cn/), especially on or after September 1, 2023, before shipping product. Companies that ship unregistered products are subject to denial of entry at Chinese ports. If a U.S. facility has questions after viewing their registration status on September 1, 2023, please contact CFSAN Export Certification cfsanexportcertification@fda.hhs.gov.
