Potential Market Closure in Colombia

Colombia has issued a series of new regulations on plant registration that are currently scheduled to be implemented on September 12. The plant registration responsibilities will transfer from the Colombian Institute for Agriculture and Livestock (ICA) to the National Institute for the Surveillance of Food and Medicines (INVIMA). In March, INVIMA classified dairy as a high risk product category, and INVIMA's new requirements for plant registration of high risk animal origin products include lengthy questionnaires for the foreign regulatory authority and manufacturer as well as a plant-by-plant inspection of foreign facilities. USDEC is working closely with FAS to find an interim solution that will allow the market to remain open while discussions on the implementation of these new requirements take place. USDEC will share additional details as soon as they are available. At this point, we caution that any shipments arriving on or after September 12 may not be able to enter Colombia unless an interim solution can be put into place. USDEC members may contact Matt McKnight (mmcknight@usdec.org) or Sandra Benson (sbenson@usdec.org) with any questions.
